Cape Matxitxako is the best place in the Basque Country to observe seabirds. When northwestern winds hit the shore, many marine species are dragged towards the Bay of Biscay. They can be seen from the old lighthouse. It's possible to see birds like Atlantic Puffin, Razorbill, Common Guillemot and Great Skua here.
You can park right by the birding site.
Make sure to check the weather forecast before heading there. Strong winds can be a pro and a con of this place. Although the way to the car is short, it sure can be scary sometimes.
