This is a military base where the only access is a perimeter footpath around the edge of the island. You need to gain access through two security gates.
An easy path around the perimeter of Thorney Island gives good views around Chichester Harbour. Inland is an airfield and fields (these are out of bounds) and there is a beach at the south of the island. In winter geese, ducks and waders are in abundance. Raptors can be seen hunting. There is a small carpark to the north of Thorney Island by the marina. Press P on the map for directions to the carpark. You can either take the path clockwise or cross the main road and do it anti-clockwise. On both the east side and west side of the island you will need to buzz at the gates to gain access, the island security should let you through. An easy walk around the perimeter of the island gives lovely views around Chichester harbour. The walk around is roughly 7 miles and is easy. As mentioned this is a military base and you must not enter onto military land from the footpath.
